Paragominas inaugura sistema de apoio à gestão ambiental 3v4242
A ferramenta, em versão beta, será lançada nesta semana e pretende ser aplicada em até 50 outros municípios paraenses
Nesta segunda-feira (23/03), dia em que Paragominas comemora sete anos do lançamento do Projeto Município Verde, a cidade inaugura uma nova ferramenta de apoio à gestão e ao licenciamento ambiental municipal, o Sistema Integrado de Gestão Ambiental – SIGAM. O objetivo do sistema é auxiliar na descentralização da gestão ambiental do Estado para os municípios, processo que já está em curso no Pará e é apontado como uma das soluções para a melhoria da gestão ambiental.
O SIGAM foi desenvolvido para funcionar em uma Secretaria Municipal de Meio Ambiente, disponibilizando ferramentas de acompanhamento de processos, documentos e geoprocessamento. “O SIGAM é um sistema que vai informatizar um processo que hoje acontece por meio de documentos e fotocópias em papel. Isso torna as atividades de monitoramento, licenciamento e fiscalização mais ágeis”, esclarece Amintas Brandão Jr., pesquisador do Instituto do Homem e Meio Ambiente da Amazônia (Imazon).
O sistema está sendo desenvolvido desde 2013, em uma parceria entre o Imazon, a Prefeitura de Paragominas, o Programa Municípios Verdes, do Governo do Estado, e ainda conta com o apoio da Agência dos Estados Unidos para o Desenvolvimento Internacional (USAID). Os princípios do sistema incluem o cumprimento das exigências legais de gestão ambiental compartilhada, a automatização eletrônica de tarefas e rotinas, alto nível de transparência e auditabilidade, além de integração com outros sistemas.
Para a secretária de Meio Ambiente de Paragominas, Jaqueline de Carvalho Peçanha, o principal ganho é que todo o processo ficará muito mais dinâmico. “Você sai um pouco do processo físico e entra no virtual. Todo esse processo, seja de licenciamento, seja de cadastramento ambiental ou fiscalização, agora estará dentro de uma plataforma que é muito mais fácil de ser ada e pode ser visualizada tanto pelos técnicos da Secretaria, quanto pelo produtores que têm pedidos de licenciamento, que poderão acompanhar seus processos de onde estiverem, até mesmo podendo se antecipar em caso de alguma pendência. Sem dúvida, é um ganho para toda a gestão ambiental no Pará”, afirma.
Após a implementação em Paragominas, a ideia é expandir o uso do SIGAM para até 50 outros municípios paraenses, que já possuem ou estão em processo de garantir a descentralização da gestão ambiental.
