A Amazónia brasileira possui aproximadamente um terço das florestas tropicais do mundo (Skole e Tucker 1993). Essas florestas desempenham um papel vital nos ciclos hidricos e de emissão de carbono, bem como nos climas regional e global (Salati e Vose 1984, Shukla et al. 1990. Skole e Tucker 1993, Houghton et al. 2000). Além disso, as florestas da Amazônia possivelmente abrigam a mais rica biodiversidade do mundo. A conservação no longo prazo da biodiversidade e dos recursos naturais re-quer o estabelecimento de Unidades de Conservação de Uso Sustentável (Florestas Nacionais e Reservas Extrativistas) como un complemento vital para as Unidades de Conservação de Proteção, tais como Parques, Reservas Biológicas e Estações Ecoló-gicas (Frumhoff 1995, Gascon et al. 1998, Schneider et al. 2000).
A Amazónia, com seus vastos recursos naturais e uma grande carência de desen-volvimento econômico, é um exemplo perfeito da dicotomia conservação versus de-senvolvimento. Na tentativa de resolver essa questão, o governo brasileiro está plane-jando ajustar seus planos de desenvolvimento na região amazónica a uma nova politi-ca de recursos naturais baseada na produção sustentável de bens e serviços flores-tais, a qual seria implementada através de um grande sistema de Florestas Nacionais (Flonas) (Verissimo et al. 2000). Até 2010, 50 milhões de hectares de novas Flonas serão criadas, uma área do tamanho da Espanha. Além disso, outros 25 milhões de hectares deverão ser destinados a Parques e Reservas Biológicas (Programa Nacional de Floresta 2000). A dimensão dessa iniciativa é equivalente ao estabelecimento do sistema de Florestas Nacionais nos Estados Unidos em 1908 e não tem precedentes nos trópicos. O estabelecimento dessas novas Flonas está sendo feito para reduzir o conflito entre conservação e desenvolvimento social. As Flonas oferecem beneficios tanto para a economia local como para a conservação da biodiversidade (Verissimo et al. 2000).
