As Áreas Protegidas (APs) são reconhecidamente um dos principais instrumentos de conservação da biodiversidade e de biomas ameaçados, além de serem fundamentais no combate às mudanças climáticas, uma vez que protegem cerca de 15% do estoque de carbono terrestre mundial (IUCN, 2010). Além desse papel global, em escala municipal, conforme a possibilidade, as APs também proporcionam serviços à sociedade, como abastecimento de água, bem estar, melhoria da saúde mental e física, oportunidade de negócios relacionados ao turismo e à exploração sustentável dos recursos naturais, restauração e revitalização de espaços urbanos.
A Convenção sobre Diversidade Biológica (CDB), da qual o Brasil é signatário, estabelece em seu Plano Estratégico para Biodiversidade 2011-2020 que 17% dos biomas terrestres e 10% de áreas marinhas e costeiras, principalmente áreas de especial importância para biodiversidade e serviços ecossistêmicos devem ser conservados por meio de sistemas de áreas protegidas e outras medidas de conservação eficazes (CDB, 2008).
O Brasil foi além em sua Meta Nacional de Biodiversidade e estabeleceu a proteção de pelo menos 30% para o bioma Amazônia (MMA, 2013), mantendo, porém, as mesmas metas estabelecidas pela CDB para os outros biomas. Na escala nacional, isso significa que o Brasil alcançou 51% (o que equivale a 41% da Amazônia Legal) de proteção do bioma Amazônia por meio do sistema de APs. Contudo, quando fizemos esta mesma avaliação na escala municipal, observamos que muitos municípios não atendem aos 17% de proteção de seus biomas, enquanto outros ultraam esse percentual.
Neste “O Estado das Áreas Protegidas” apresentamos os resultados dessa avaliação realizada nos 753 municípios da Amazônia Legal. Para isso, foram necessárias três análises. Na primeira, estimamos a extensão (área) de APs dentro dos municípios produzindo um mapa de APs eliminando as áreas com sobreposição entre os mapas das Terras Indígenas (TI), Unidades de Conservação de Proteção Integral (PI) e de Uso Sustentável (US) do Instituto Socioambiental (ISA, 2017), seguindo essa mesma ordem de priorização. Na segunda análise, identificamos e quantificamos a proporção (percentual do território) de APs nos municípios cruzando o mapa de APs sem sobreposições com o mapa dos municípios cujos territórios estão totalmente dentro dos estados da Amazônia Legal (IBGE, 2017). Na última, avaliamos a cobertura florestal dentro e fora das APs nos territórios municipais com base no mapa de cobertura do solo até 2017 do Prodes/Inpe (Figura 1). Nossa avaliação considerou somente as APs geridas pelo poder público federal e estadual.
