Como impedir a grilagem nas florestas públicas federais? 3m373j
Quase um terço da Amazônia é formado por terras públicas sem destinação e, por isso, ameaçadas pela grilagem. Parte destas florestas, inclusive, já estão sob risco eminente de privatização ilegal. Um estudo inédito do projeto Amazônia 2030, iniciativa de pesquisadores brasileiros em prol do desenvolvimento sustentável da Amazônia Legal, revela como impedir a grilagem de terras nestes territórios e proteger as florestas públicas com a atual legislação do país.
Conforme o estudo conduzido pela pesquisadora Brenda Brito, do Instituto do Homem e Meio Ambiente da Amazônia (Imazon), o atual arcabouço jurídico brasileiro já é suficiente para proteger boa parte dos 143 milhões de hectares de terras da União, Estados e municípios que ainda não se transformaram em terras indígenas, quilombolas, reservas extrativistas ou unidades de conservação e sofrem com a pressão pelo desmatamento. Mas, para isso são necessários ajustes em decretos.
Desde 2009, a legislação federal veda expressamente a emissão de títulos de terra e concessão de direito real de uso para regularização fundiária em florestas públicas, contudo o processo de destinação de terras seguido pelo governo federal tem desconsiderado esta lei. Segundo a pesquisadora, estas florestas têm sido alvo de desmatamento, ocupações ilegais e pressão pela privatização, ou seja, para que os governos emitam títulos de terra para legalizar essas ocupações. Estas invasões muitas vezes envolvem conflitos violentos com povos indígenas e populações tradicionais que ainda não tiveram seu direito prioritário à terra reconhecido pelo poder público.
“O aumento de violência e degradação ambiental na região tem reduzido investimentos no país e aumentado boicotes contra produtos agropecuários. Por isso, o poder público deve, com urgência, garantir a proteção de suas terras públicas, garantindo a conservação e uso sustentável das florestas públicas, que servem como uma infraestrutura verde e assegura água para outras regiões do país”, afirma trecho do estudo.
