Para que a Amazônia seja desenvolvida de forma sustentável, é preciso resolver o problema histórico de ordenamento territorial, que está relacionado com a grilagem, o desmatamento e os conflitos por terras. Para isso, dentro de seu Programa Direito e Sustentabilidade, o Imazon realiza há mais de 15 anos pesquisas científicas que têm proposto soluções para a destinação de terras na região de modo a desenvolvê-la de forma sustentável.
Em 2008, pesquisas do instituto sobre a área fundiária da Amazônia aram a ser referência e contribuíram para que a regularização de terras fosse eleita prioridade do governo federal. Já em 2021, o livro “10 Fatos Essenciais sobre a Regularização Fundiária na Amazônia Legal” denunciou que quase 30% da região era formada por terras públicas não destinadas e que as leis e práticas fundiárias federais e de todos os estados da Amazônia Legal estavam incentivando a grilagem. Por isso, esse mesmo estudo recomendou a destinação dessas áreas públicas para a conservação.
Neste ano, outro estudo da área também discutiu a importância da retomada dos governos de áreas já canceladas nos cartórios por suspeitas de grilagem. Dos mais de 10 mil títulos cancelados, 332 foram localizados pelos pesquisadores no Sistema de Gestão Fundiária (Sigef) do Instituto Nacional de Colonização e Reforma Agrária (Incra), onde somam 2,5 milhões de hectares. A partir dessa localização, os autores do estudo também cruzaram o georreferenciamento das áreas com dados de mudança no uso e cobertura da terra e descobriram que 811 mil hectares já haviam sido desmatados até 2020, o que corresponde a 34% desses imóveis. E, ao analisar o território derrubado, eles ainda mostraram que 77% estava sendo usado para a agropecuária.
Por outro lado, 1,5 milhão de hectares nesses imóveis ainda seriam áreas de florestas (60% do total), o que evidencia a urgência de serem retomados pelo poder público e destinados para a conservação. Esse território equivalente a dez vezes a cidade de São Paulo.
