Introdução
A intensificação da crise climática tem levado empresas e países a criarem planos de mitigação de emissões de gases do efeito estufa. Dentre os planos estão metas para excluir a compra de produtos associados ao desmatamento – responsável por cerca de 49% do total das emissões do país em 2021 –, as quais podem afetar negócios brasileiros onde o desmatamento é a principal fonte de emissões. A atividade mais sujeita a impactos negativos é a pecuária, que tem sido responsável por 27% das emissões brutas do país (SEEG, 2023).
Especificamente, regras da União Europeia (UE) podem afetar o setor a partir de 2025. Em 2022, as exportações de carne bovina para a UE totalizaram cerca de 85 mil toneladas e receita de US$ 661 milhões, de acordo com a Associação Brasileira das Indústrias Exportadoras de Carne (ABIEC). Parte dessas exportações podem ser afetadas por duas regulamentações: o Regulamento de Desmatamento da União Europeia (European Union Deforestation Regulation – EUDR), o qual focaremos neste relatório; e a Diretriz de Diligência Devida de Sustentabilidade Corporativa (Corporate Sustainability Due Diligence Directive – CS3D).
A EUDR foi instituída em junho de 2023 e deve ser implementada a partir de janeiro de 2025. Seu objetivo é promover o consumo de produtos livres de desmatamento de modo a reduzir o impacto do consumo europeu sobre o desmatamento global e a degradação de florestas. A regulamentação é válida para commodities como gado, madeira, cacau, soja, óleo de palma, café, borracha e alguns de seus produtos derivados (couro, chocolate etc.).
Neste relatório, avaliamos se as empresas frigoríficas autorizadas a exportar carne bovina da Amazônia brasileira para a UE estão em conformidade com as especificações da EUDR. Nossa avaliação se baseia nos resultados do Radar Verde 2023, uma ferramenta que avalia o compromisso das empresas frigoríficas com políticas de desmatamento zero. O Radar Verde busca evidências de empresas que adotam políticas de desmatamento zero para garantir que a carne bovina que vendem não esteja associada direta ou indiretamente ao desmatamento na Amazônia (Imazon & O Mundo Que Queremos, 2023).
