Ambientalistas pedem que Congresso rejeite nova proposta de Temer que reduz floresta no Pará 491i3z
Organizações lançam nota técnica sobre o Projeto de Lei que reduz a proteção da Floresta Nacional do Jamanxim. Medida proposta pelo governo beneficia grileiros e pode dobrar o desmatamento na região.
Apenas algumas semanas depois de vetar a Medida Provisória 756, que propunha uma drástica redução da proteção da Floresta Nacional (Flona) do Jamanxim, no Pará, Michel Temer apresentou novamente a proposta de corte, desta vez na forma de Projeto de Lei (nº 8.107/2017). Trata-se de mais uma barganha com a bancada ruralista em busca de votos que possam livrá-lo de processo por corrupção.
O novo texto é ainda pior que a Medida Provisória. Agora, a área a ser transferida para a categoria de Área de Proteção Ambiental – unidade de conservação que permite atividades como pecuária e agricultura – é maior: 354 mil hectares, contra os 305 mil hectares propostos na MP.
Em resposta à mais esta ofensiva contra o patrimônio nacional, organizações ambientalistas – Greenpeace Brasil, ICV, Imaflora, Imazon, IPAM, ISA, TNC Brasil e WWF Brasil – se uniram e lançaram uma nota sobre as consequências destrutivas desta medida para o meio ambiente e o país.
“Repudiamos o PL apresentado pelo governo federal ao Congresso Nacional e pedimos, como representantes da sociedade civil, a sua rejeição. Qualquer redução dos limites acarretará em mais conflitos na região e também em mais desmatamento, que, por sua vez, coloca em risco o futuro econômico do Brasil e o futuro climático da região”, diz a nota.
Na nota, as organizações alertam que:
O PL representa um subsídio de pelo menos meio bilhão de reais aos grileiros que dominam a região.
O PL não visa atender às pequenas propriedades (até 4 módulos fiscais) ou à agricultura familiar. A área média requerida por ocupantes da Flona é de 1.700 hectares, ou seja, quase 23 vezes um lote da agricultura familiar, que naquela região tem 75 hectares.
A Flona do Jamanxim foi a Unidade de Conservação mais desmatada entre 2012 e 2015. Com a medida, o desmatamento na região pode mais que dobrar até 2030, com corte extra de 138 mil hectares e emissão de 67 milhões de toneladas de gás carbônico.
Dentro dos 354 mil hectares, há 312 embargos ambientais, resultado de grandes operações realizadas pelo Ibama na região. Ou seja, ao conceder a regularização fundiária dessas áreas, o Estado brasileiro desmoraliza ainda mais a própria política pública de controle do desmatamento, premiando com terra os criminosos.
A redução da Flona de Jamanxim se junta a outras medidas conduzidas por Temer e pelo Congresso Nacional, que desmontam todo o trabalho realizado nos últimos anos para reduzir o desmatamento na Amazônia. Ao usar o meio ambiente como moeda de troca para se manter na cadeira da presidência, Temer tem favorecido grileiros e grandes desmatadores, e segue na direção contrária às políticas nacionais e aos compromissos internacionais assumidos pelo Brasil para a proteção de florestas e do clima.
