Câmara aprova redução de parques para ampliação de hidrelétricas 2j3q2a
A Câmara dos Deputados aprovou ontem projeto que converte em lei a polêmica medida provisória 558, que reduz o tamanho de unidades de conservação na Amazônia.
A medida havia sido decretada pelo governo federal em janeiro para viabilizar a construção de quatro usinas hidrelétricas. Na forma do projeto do relator Zé Geraldo (PT-PA), o texto reduz o tamanho de oito UCs, num total de mais de 164 mil hectares de área voltada para proteção.
A redução ocorre nas Florestas Nacionais de Itaituba 1, Itaituba 2, do Crepori e do Tapajós, na Área de Proteção Ambiental (APA) Tapajós e nos parques nacionais dos Campos Amazônicos, da Amazônia e Mapinguari.
Geraldo incluiu ainda a exclusão de duas áreas da Floresta Nacional do Tapajós, em um total de 17.851 hectares, para regularizar problemas agrários de duas comunidades. O texto segue agora para apreciação no Senado.
A medida vem sendo criticada por ambientalistas por ir na contramão das metas assumidas pelo governo federal de diminuir as emissões de gás carbônico liberado pelo desmatamento.
Estudo divulgado na semana ada pelo Instituto do Homem e Meio Ambiente da Amazônia (Imazon) estimou que mais de 150 milhões de toneladas de CO2 serão emitidos caso a área de mais de 100 mil hectares na Bacia do Tapajós – composta 85% por floresta intacta – seja alagada, desmatada ou degradada.
Para Paulo Barreto, diretor da ONG de pesquisas baseada em Belém, a aprovação, aliada à modificação do Código Florestal, “mostra que o Congresso e a presidência da República estão desmontando coisas que deram certo na questão ambiental”.
As UCs são consideradas cruciais para frear o desmatamento. “O governo deixou de criar novas UCs e agora está reduzindo as que têm. É preocupante.”
O relatório, lançado antes da votação na Câmara, alertava que a conversão da MP em lei abriria precedente para que outras reduções de áreas protegidas ocorram, além de tornar o processo de licenciamento ambiental questionável juridicamente.
O texto também pedia rapidez do Supremo Tribunal Federal, que analisa se é constitucional reduzir UCs por MP. Mas, para impedir o avanço da lei, a ação direta de inconstitucionalidade tem de ser votada antes de o Senado votar.
“O problema é que o governo disse que seriam criadas novas UCs para compensar essa redução, mas por enquanto não há nenhuma sinalização. Eles já deveriam ter criado antes de reduzir”, diz Barreto.
