Entrega de terras na Amazônia enfurece ambientalistas 5w314a
BRASÍLIA (Reuters) – Uma lei que deve ser aprovada pelo Congresso,concedendo um enorme pedaço da Amazônia a 1,2 milhão de pessoas, poderia provocar uma nova onda de ocupação fundiária e desmatamento, segundo ambientalistas.
O governo diz que a nova lei beneficiaria camponeses pobres, estimulados a colonizar a Amazônia durante o regime militar (1964-85), mas que nunca receberam apoio jurídico, segurança pública ou ajuda financeira.
“Este projeto trará justiça social para milhões e acabará com a violência na região. Não é uma panaceia, mas é um o importante para acabar com esse caos”, disse à Reuters o ministro do Meio Ambiente, Carlos Minc.
A propriedade fundiária clara melhoraria a implementação de políticas públicas, ao permitir que as autoridades multem pessoas e empresas que desmatam, e ao garantir incentivos fiscais para o desenvolvimento sustentável, disse Minc.
Mas o projeto provocou indignação entre grupos ambientalistas, que o veem como um grande revés nos esforços para proteger a floresta. Eles apontam contradições e falhas na lei que poderiam estimular o desmatamento.
“Distribuir terras é um incentivo ao desmatamento, torna ainda mais barato do que já é limpar a floresta para pasto em vez de recuperar terras abandonadas”, disse Brenda Brito, diretora-executiva da pesquisas do instituto Imazon.
O projeto foi aprovado na semana ada pela Câmara e ainda tem de ar no Senado. Ele estabelece a entrega de 100 milhões de hectares, área quase equivalente a Espanha e França, beneficiando mais de 1,2 milhão de pessoas físicas e jurídicas.
Lotes de 100 hectares serão gratuitos. Os de até 400 hectares serão baratos, e os maiores do que isso serão leiloados ou vendidos diretamente aos reclamantes.
A distribuição dos lotes se baseará em testemunhos de boa-fé de que as pessoas ocupam a área. As autoridades não irão verificar in loco essas declarações nos casos das propriedades com menos de 400 hectares.
Os partidários da medida, que permitem que indivíduos pleiteiem até 2.500 hectares, dizem que as próprias populações farão a fiscalização.
“É claro que haverá quem tente ludibriar o Estado por um pedaço de terra”, disse o deputado federal Zé Geraldo (PT-PA). “Mas os trabalhadores rurais ficarão de olho nisso.”
Bispos alertaram na quinta-feira que a lei pode promover uma nova onda de colonização, e também os interesses corporativos.
“A medida encoraja a expulsão sistemática dos moradores tradicionais”, disse a entidade Amigos da Terra no seu site imazon-br.noticiasdoacre.com. “Nem durante a ditadura militar houve uma promoção tão ampla, explícita e incondicional da ocupação de terras.”
