As Áreas Protegidas (APs) têm se mostrado eficazes contra o avanço do desmatamento na Amazônia brasileira. Entre 2004 e 2006, por exemplo, o desmatamento na região reduziu em 37% como consequência da criação, entre 2003 e 2006, de aproximadamente 485 mil quilômetros quadrados em Unidades de Conservação (UC). Este valor representa 40% das UCs existentes na Amazônia Legal em 2010.
Porém, o desmatamento e a degradação florestal têm ameaçado a integridade de algumas dessas áreas. Até julho de 2011, o desmatamento em APs já correspondia a 7% do desmatamento total ocorrido na Amazônia Legal. Além disso, tem aumentado a pressão pela desconstituição, redução de área ou mudança de status de proteção de APs tanto por segmentos do agronegócio e moradores locais como pelo próprio governo.
Neste relatório apresentamos as APs da Amazônia Legal com situação mais crítica no que se refere ao desmatamento e à ameaça de desafetação. Para o desmatamento analisamos: a perda absoluta de floresta original nos últimos três anos (2009 a 2011); a perda percentual de floresta original nos últimos três anos (2009 a 2011); e o percentual de floresta remanescente em 2011. Com relação à desafetação, analisamos as APs ameaçadas por projetos de lei ou decreto legislativo ou ações judiciais ou projetos hidrelétricos planejados. O objetivo deste relatório é revelar as áreas prioritárias para intervenções que garantam os objetivos de conservação e proteção de direitos das populações indígenas e tradicionais.
Para assegurar a integridade das APs, o estudo recomenda medidas prioritárias pontuais para lidar com as áreas críticas identificadas, ao mesmo tempo em que se avança em medidas para sanar as vulnerabilidades sistêmicas. Por exemplo, que as APs com menor remanescente florestal tenham sua cobertura florestal restaurada através de SAFs (Sistemas Agroflorestais); que o governo utilize algumas medidas preventivas e repressivas do desmatamento nas APs com maior perda florestal recente e que parcerias público-privadas sejam formadas para promover o desenvolvimento sustentável dessas áreas; e que o governo realize uma Avaliação Ambiental Estratégica (AAE) para os grandes projetos de infraestrutura na Amazônia para determinar em escala regional as medidas necessárias de mitigação e compensação de impactos ambientais.
