Em geral, as Unidades de Conservação (UCs) têm sido uma das medidas mais eficazes contra o desmatamento na Amazônia e, consequentemente, para a redução de emissões de gases de efeito estufa (GEE). Mas, algumas delas se encontram em situação crítica de desmatamento. Geralmente, essas áreas apresentam ocupações irregulares e estão em regiões de influência de grandes obras de infraestrutura, como rodovias e hidrelétricas, e estão vulneráveis por causa da fiscalização ineficiente. Cientes destes problemas, recentemente órgãos de fiscalização como o Tribunal de Contas da União (TCU) e o Ministério Público Federal (MPF) demandaram a implementação das UCs no país e, especialmente, na Amazônia.
Para contribuir com essas iniciativas, apresentamos as 50 UCs críticas em desmatamento que deveriam ser prioritárias para as ações de implementação, sobretudo de regularização fundiária – ou seja, a retirada de ocupantes irregulares e a indenização e reassentamento daqueles que tiverem esse direito. Essas áreas críticas concentraram 96% do desmatamento ocorrido em UCs da Amazônia no período de agosto de 2012 a julho de 2014. Sete das dez áreas mais desmatadas e que respondem por 81% do desmatamento nas áreas críticas sofrem com o baixo grau de implementação de acordo com dados do TCU (ou seja, faltam planos de manejo, conselho gestor, recursos humanos e financeiros suficientes).
O sucesso das UCs contra o desmatamento e como base para o desenvolvimento local (turismo, extração de madeira sustentável) depende de investimentos. O governo deve fazer um plano de longo prazo que considere os recursos necessários e as ações prioritárias. O foco inicial dessas ações deve ser as áreas críticas de desmatamento, mais pressionadas (em torno de projetos que atraem imigrantes como hidrelétricas e o asfaltamento de estradas) e vulneráveis por causa de ocupações irregulares. Para garantir a integridade dessas áreas, recomendamos: punir todos os crimes associados ao desmatamento ilegal, que resultam em confisco de bens e penas maiores; retirar ocupantes não tradicionais das UCs em que sua permanência não é permitida; e retomar terras públicas fora das UCs para os reassentamentos necessários.
