Os autores apresentam resultados de consulta realizada entre empresários madeireiros e atores afins ao setor florestal sobre o uso e istração das FLONAS na Amazônia Legal, e que teve como ponto de partida, iniciativa do Programa Nacional de Florestas, do Ministério do Meio Ambiente. As questões formuladas aos empresários madeireiros, por meio de questionários, versavam sobre os seguintes assuntos: interesse em obter matéria-prima de FLONAS, formas de istração dessas florestas e sobre quais características da empresa poderiam influenciar suas preferências, como o tamanho, tipo de mercado que pretende atingir (nacional e estrangeiro) e fontes de matéria-prima. Percentual significativo de empresários consultados apoiou a idéia de obter matéria-prima das florestas nacionais, e quanto aos modelos de istração, o de maior aprovação foi aquele que o governo fica responsável pela condução do manejo. A maioria dos atores afins à política florestal entrevistados – líderes sociais, ambientalistas, profissionais liberais e acadêmicos, os atores afins à política florestal – também apoiou a exploração de madeira em Flonas. Apenas 2% afirmaram ser contrários à essa exploração. O trabalho traz ainda diversas opiniões dos entrevistados não-empresários sobre os modelos mais apropriados para o gerenciamento das FLONAS. Mais da metade preferiu modelo no qual a empresa seria responsável pela elaboração e condução do plano de manejo. O modelo de concessão mais estatal (governo manejando a floresta) foi escolhido por 25% dos entrevistados. A coexistência de vários modelos foi sugerida por 6% dos entrevistados, enquanto 15% não consideraram apropriado nenhum dos modelos propostos. Muitos dos consultados sugeriram a integração da política de florestas nacionais às demais políticas de desenvolvimento regional. Para a maioria, o sucesso das FLONAS dependerá da redução do desmatamento, pois o preço da madeira dessa origem tende a ser menor que aquele estabelecido para madeiras de florestas manejadas.
