Nota Reserva Nacional do Cobre e seus Associados (RENCA) e as Áreas Protegidas 5q591f
1. A Reserva Nacional de Cobre e Associados (RENCA) está inserida no centro de endemismo do Escudo da Guianas, uma área de grande importância para a biodiversidade por conter espécies únicas. Além disso, forma o maior corredor de áreas protegidas contínuas do mundo, com 32 milhões de hectares. Nessa área, há populações tradicionais, povos quilombolas e indígenas que dependem da floresta para sua subsistência (principalmente extrativismo de castanha-do-pará).

2.A RENCA abrange 46.499 quilômetros quadrados, dos quais 78,5% (36.488 quilômetros quadrados) sobrepõem a Unidades de Conservação e 11% a Terras Indígenas (5.129 quilômetros quadrados) [1].

Na RENCA as Unidades de Conservação estão assim distribuídas (LeiSNUC 9.985/2000): i) Proteção Integral: Parque Nacional Montanhas do Tumucumaque, Estação Ecológica do Jari e Reserva Biológica do Maicuru; ii) Unidades de Conservação de Uso Sustentável: Floresta Estadual do Amapá, Floresta Estadual do Paru, Reserva Desenvolvimento Sustentável do Rio Iratapuru e Reserva Extrativista do Rio Cajari; 4. Conforme legislação ambiental atual, a mineração NÃO pode ser realizada em Terras Indígenas e em Unidades de Conservação de Proteção Integral. Além disso, o artigo 18 da Lei do SNUC (9.985/2000) restringe também a exploração mineral em Reservas Extrativistas. Portanto, na RENCA a mineração somente poderia ocorrer na Floresta Estadual do Paru, Floresta Estadual do Amapá, na Reserva de Desenvolvimento Sustentável do Rio Iratapuru e nas áreas não protegidas, somando uma área de 33.002 quilômetros quadrados (71% da RENCA);

5. A autorização de mineração nas Unidades de Conservação está sujeita a regras e zoneamento do Plano de Manejo (Plano de Gestão) e ao licenciamento ambiental. Assim, no cenário atual dos Planos de Manejo da Floresta Estadual do Paru[2], da Floresta Estadual do Amapá[3] e da Reserva de Desenvolvimento Sustentável do Rio Iratapuru, NÃO É POSSÍVEL realizar a mineração nas Unidades de Conservação sem revisar seus planos de manejo. 6. Portanto, apenas10% da RENCA (áreas não protegidas) é ível de mineração de forma imediata. Então para a exploração mineral total da RENCA, o Governo Federal teria que mudar a Lei do Sistema Nacional de Unidades de Conservação (LEI do SNUC); desafetar ou mudar categoria de algumas Unidades de Conservação; revisar os planos de gestão das Unidades de Conservação. Além disso, teria que mudar o Código da Mineração para permitir a exploração nas Terras Indígenas. 7. O desmatamento na RENCA soma apenas 155 quilômetros quadrados (0,33% da área total da RENCA) e tem sido ocasionado principalmente por garimpos ilegais de ouro nas Áreas Protegidas.
