A Amazónia é a principal fonte de madeira de florestas nativas do Brasil. Há vários anos discute-se nos meios acadêmico e político sobre a necessidade de estimular o manejo florestal sustentável para garantir que a produção florestal traga beneficios sociais e econômicos sem degradar as florestas. Entretanto, uma pergunta óbvia que ainda permanece nesse debate é: quem val manejar a floresta? Até bem recente, grande parte das idéias de como organizar e estimular a produção sustentada de madeira, assumia que as empresas processadoras (serrarias, fábricas de compensados e laminados) iriam possuir e manejar as florestas. Desta forma, a própria legislação florestal era centrada nos agentes processadores e não nos produtores florestais. Esse modelo tem vários inconvenientes com, por exemplo, a formação de latifúndios empresariais sujeitos a disputas pelas posse de terra. Além disso, as próprias empresas tem demonstrado pouco interesse nesse modelo devido à necessidade de grande imobilização de capital inicial, principalmente de investimento na aquisição de terras.
Por outro lado, ocorre uma exploração florestal expressiva em terras ocupadas por atores não-empresariais. As comunidades tradicionais (indigenas, seringueiros, colonos e ribeirinhos) têm se envolvido de forma expressiva com a atividade madeireira. As estimativas do IMAZON indicam que cerca de 30% da madeira em tora produzida no Pará na década de 90 veio de pequenas propriedades. A proporção de madeira processada no mesmo periodo por pequenas serrarias (serrarias circulares) controlada por pequenos produtores foi estimada em 18% da produção total do Estado.
