A incerteza sobre a situação fundiária na Amazônia brasileira tem causado conflitos sociais e dificultado a implantação de projetos de conservação e de desenvolvimento econômico na região. Existem propriedades com documentos falsos e posses informais cuja localização é desconhecida e sobre as quais restam dúvidas sobre o direito de regularização. Neste estudo analisamos medidas do governo federal para retomar as terras ilegalmente ocupadas na região, enfocando principalmente em três recadastramentos de imóveis rurais iniciados em 1999 (propriedades maiores ou iguais a 10 mil hectares), 2001 (propriedades entre cinco mil e 9,99 mil hectares em municípios selecionados) e 2004 (posses em municípios selecionados da Amazônia).
O estudo mostra avanços como o cancelamento do cadastro de cerca de 20 milhões de hectares de imóveis irregulares – dos quais grande parte foi transferido para a criação de unidades de conservação após 2002. Apesar dos avanços, há enormes pendências como processos inconclusos de revisão de 56 milhões de hectares e mais de 40 milhões de hectares de posses permaneciam irregulares.
Concluímos o documento discutindo um conjunto de ações integradas necessárias para resolver esses imensos problemas na região. Argumentamos que para executar essas ações será necessário um consenso de alto nível entre atores-chave na sociedade civil e nas várias esferas públicas. Sem esse consenso e ação consistentes, os conflitos e os riscos fundiários associados às iniciativas de conservação e desenvolvimento na Amazônia continuarão. Baixe aqui o arquivo
